Trash and Recycling Collection Updates (posted 12/13/2023)

A new 3-year contract with A.J. Blosenski for trash and recycling collection will begin on January 1, 2024. Beginning the week of December 18, 2023 every household in the Township currently receiving trash and recycling services will receive replacement 95 -gallon trash and recycling carts as part of the new program. The carts will be delivered directly to each address. No appointments are necessary, and you do not need to be home to receive your new trash or recycling carts. Please note that your trash and recycling carts will likely be delivered to your address on separate days during the week of December 18.

*Please note that your current collection dates and trash/recycling/bulk schedules WILL NOT CHANGE. Your weekly pickup day will still be Friday, and you will continue with the current East/West recycling schedule that is already in place.*

We ask that you use the existing Waste Management trash and recycling containers until Saturday. December 30, 2023. Please begin using the new trash and recycling carts during the first collection in 2024!

What is the 2024 Trash Fee?

Please know that the Township undertook extensive efforts to keep the costs associated with the new hauler contract low, while maintaining the existing level of service. The East Fallowfield Township Board of Supervisors approved an increase to the 2024 trash fee on December 12, 2023.  The 2024 trash fee is $450, which will appear on your municipal tax bill.  Several economic factors drove the fee increase; however, the most significant is related to the new contract with A.J Blosenski for collection of trash and recycling. The new contract reflects the current market conditions for labor, equipment, fuel, and other operating expenses, which is a much higher cost than the previous collection contract with Waste Management.

 

What should I do with my old trash cans and recycling bins?

We are working with Waste Management to arrange pickup of your old trash and recycling bins. We will provide additional information about collection of your old trash and recycling bins as soon as possible.

East Fallowfield Township Contracts with New Waste Hauler

East Fallowfield Township’s Board of Supervisors voted unanimously last month to award a three-year, $2,337,959.52 waste and recycling collection contract to A.J. Blosenski, Inc.
 
As part of the Township’s competitive bidding process, five contractors bid on the Township’s trash and recycling collection contract. A.J. Blosenski was the apparent low bidder on both the three-year and five-year contract options.
 
Under the agreement, both parties have the option to extend the agreement for an additional two years-2027 and 2028. Township Manager Scott Swichar noted that the current contract with Waste Management expires on December 31, 2023, and the new contract with A.J. Blosenski will begin on January 1, 2024. Services provided under the new contract with A.J. Blosenski will be identical to services currently received with Waste Management.
 
Costs to the Township for the services were anticipated to increase from the Township’s prior, 5 year contract – irrespective of the hauler selected. “The higher costs across all bids was disappointing, but expected. It is reflective of the issues with the economy both in Pennsylvania and across the United States,” said Swichar. Swichar stated, “just as inflation and consumer good prices have escalated dramatically in recent years, costs contained in the trash bids are directly linked to increased fuel prices, labor shortages and supply chain issues within the trash collection industry.”
 
The Township undertook extensive efforts to keep the costs associated with the hauler contract low, while maintaining the existing level of service. The Township’s Board of Supervisors has carefully reviewed the impact of the new trash contract during its public board meetings, and has received substantial feedback from the public throughout the process. Further review of the cost increases will be assessed during the Township’s annual budget process, noting that the Board and staff are taking every step to minimize any impacts.

New Policy Regarding the Disposal of Mattress and Box Spring

Please note that Advanced Disposal requires that all mattresses and box springs placed out for bulk collection must be wrapped in plastic. This is in accordance with industry standards and is for the safety of hauler employees. Unwrapped mattresses are a hazard risk due to potential pests as well as the potential for excessive weight due to precipitation. Plastic mattress bags may be purchased at most hardware and home improvement stores

In Spring 2020, East Fallowfield Township conducted a 5- question online survey as a follow up to the Township's Comprehensive Plan. The survey included questions such as: "How much do you support attracting new businesses to East Fallowfield Township in order to strengthen the tax base?"

We received 448 responses overall to the survey!
